In 2019, the Pictou County Partnership launched the Pictou County Labour Mobility Pilot—Canada’s first community-driven model under the Economic Mobility Pathways Pilot (EMPP). This groundbreaking initiative demonstrated that skilled refugees living outside Canada could successfully address local labour shortages when matched with supportive employers and comprehensive community settlement services.
